Circulation/User Registration PolicyTop

Any resident of Troy or Van Buren township is eligible to freely register as a user of the Covington - Veedersburg Public Library and is thereby entitled to use the facilities, services, materials, and equipment which are provided for public use as long as he/she complies with all the rules pertaining to the use of the library and pays all fines and other charges incurred by him/her or anyone using his/her library card. In order to register as a library user the person must provide proof of identification with a valid photo ID and proof of residence. Examples of acceptable verification of address: driver’s license, picture ID card which states address, two pieces of mail such as utility bills addressed to the person, or a personalized check.

An institution, including a business or public/private agency, located in Troy or Van Buren townships may be freely registered as a library user and thereby be entitled to the same rights and privileges available to individual library users as long as the institution complies with all the rules pertaining to the use of the library and pays all fines and other charges incurred in the name of the institution. In order to be registered as an institutional user an authorized person within the business or agency must meet the requirements outlined in the library's registration procedures.

For a person who lives outside of Troy and Van Buren townships, there are options available.  The libraries have reciprocal agreements with libraries in the area (e.g. Williamsport, Attica, Kingman, Perrysville, Newport/Vermillion County, Crawfordsville) and library privileges are offered free of charge to patrons of these libraries.  If a person lives in an un-served township, he/she can purchase a library membership for $37.50 a year. 

Student cards are available at no cost to students who live in Indiana, but live outside of the library district. The student must attend public school in the Covington School district or the Southeast Fountain School district.

The minimum age at which a person becomes eligible to apply for a library card is 5 years of age. For library use, a person is a “minor” if that person is under the age of 18 years of age. Registration of a minor requires that the parent or guardian must sign the minor’s registration form stating the parent or guardian is legally responsible to pay all fines and other charges incurred in the name of the minor.

How To Get A Library Card Top

Registration (users over age 18)
Children are eligible to receive a library card on or after their fifth birthday
Present proof of residence within the library district.
Examples of acceptable verification of address:
  Driver’s License
  Other picture ID card
  Two pieces of mail such as utility bills, etc. Junk mail is not acceptable.
  Personalized check with address.
Fill out and sign registration form / use agreement.

Registration of Minors
DEFINITION: For library registration purposes, “minor” is defined as anyone under 18 years of age.
Parent or guardian must sign the minor’s registration form / use agreement at the library.
Parent or guardian must present proof of residence within the library district

Student Library Card for Students Living Out of the Library District    Top
Public School Students Who Reside Outside the library district of Troy and VanBuren Townships, but who attend school at either the Covington Community School Corporation or the Southeast Fountain School Corporation are eligible to receive a Student Library Card at no charge. In addition, non-resident students enrolled in a non-public school which is located at least in part in the library district are entitled to a free student card as of 6/4/2009. The Student Library Card is specifically allowed by Indiana law IC 36-12-2-25 (d) and P.L.1-2005, SEC. 49, and by a determination by the Covington-Veedersburg Public Library Board of Trustees.
